Script-only for simple KPIs

--no-agent: the script runs directly, no model token cost.

Notes

• Always run it manually once before letting the job run automatically.
• A job moves to blocked_config if a key/skill/target is missing — it sends exactly one alert, without repeating.
• For financial KPIs, separate the calculation into a deterministic script; the LLM only interprets.
